What is the difference between applying IPO at cutoff price and applying IPO at Maximum price with out Cut off?

i mean if i would short CA of 6200 at rs.30 and cover it at 10 what would happen and are the rules and policies?

but what if i sell it today on 30 a lot and cover it on day of expiry on 10 but in between that goes up and down?
