is it true that IPOs share allocation is purely on lottery basis?? means it wont matter whether I apply it on the first day or the last day of subscription period...what exactly is the process??

sir , can u plz explain..stock's open intrest is decreasing but price is increasing.. what does it indicate in coming days?? (stock is trading abv 5 , 8 , 13 , 20 , 39 day moving avg.. bt trading below 50 & 200 day moving avg.)
