I am trying to place buy order for OMAXE but error msg appears as "Stock is blocked and is in watchlist due to unsolicited SMS tips circulation", However OMAXE has hit UC which means some one has placed buy order, then why i am not able to buy the same.

I have bought 3000 Stocks of Jagran Prakashan @ 39.05, please share short term trend and long term. Please confirm if I can add more at 38 if it fall in next 1-2 trading session?
