Just read a news in The Hindu that Power minister has asked approval from Empowered Ministers for allocating natural resources for power sector in parity with other sectors, thereby reducing cost on Power producing companies..Is this news coming up soon?

Dear CB,
I happened to read this in NSE home screen.
"The higher the Percent of Deliverable Quantity to Traded Quantity the better - it indicates that most buyers are expecting the price of the share to go up."
Does delivery always means a buy. Suppose I am holding short position in an Index or stock futures - paid the margin money - can i not call this delivery..
If you say 'yes. you can call it delivery', as a buyer I am expecting the price to come down. Please clarify my doubt..
