ONGC, BG denied clearance for three blocks; govt may compensate
The decision was taken at meeting of Cabinet Committee on Investment today
State-owned Oil and Natural Gas Corp’s (ONGC) and BG Group may have to surrender KG basin blocks KG-OSN-2005/1, KG-OSN-2005/2 and KG-DWN-2009/1 with the government refusing them a clearance since they fall directly within the boundary of a proposed naval base.
The decision was taken at a meeting of the Cabinet Committee on Investment today.
The ministry of petroleum and natural gas would consider allotting alternate blocks to the two operators. Alternatively, they would be allowed to recover the cost incurred in these blocks from any other block allotted to them.
Earlier eight blocks were considered as being in the "no go" blocks. Of these Reliance Industries' KG-D6 block and gas discovery area NEC-26 along with most of the areas where it had either barred any oil and gas activity or put stringent conditions were cleared.
Stringent conditions were put for another 32 exploration areas. The committee discussed recommendations made by an official committee headed by national secretary advisor Shivshankar Menon and principal secretary to Prime Minister Pulok Chatterji.
RIL’s KG-D6 was fully cleared for oil and gas activity with the total area of 7,645 square kilometre (sq km) reduced by 495 sq km to meet defence needs, sources said. Similarly, its NEC-OSN-97/2, where six gas finds have so far been made, was fully cleared with the “hold harmless” clause for any accidental debris.
RIL’s KG-OSN-2001/1 was also cleared but the block had already been relinquished by the operator.
CCI discussed the fate of seven oil and gas blocks, production in which has been struck due to objections from the ministry of defence. The issue relates to the 39 oil and gas blocks production in which was struck because of disagreements between the ministry of defence and oil companies and ministry. The CCI in its first meeting in January had directed both the departments to sort all the differences and come back to it in the next one months.
Officials said of the 39, 32 blocks got conditional clearance from the ministry of defence, while there was some differences in the remaining seven, which the CCI discussed today.
