i am holding FSL for almost 1 month now.. but didnt see any momentum..its @34...i got @ 33...if its not gonna increase in short term , i wud like to sell...what is your suggestion?

Please give idea about arbitrage trading.I went through nseguide.com/what-is-arbitrage-trading.
1.Buying one scrip in one exchange(either nse or bse) and selling in another exchange
is called arbitrage-trading.Similarly doing short in different exchanges.Am i correct ?.
2.which broker is allowing arbitrage-trading?.what is brokerage charge?.
