No, You can enter long positions in IT, Pharma and Auto sectors which does not impact with the Coal Block cancellations. But this news will keep Bank Nifty and Nifty under pressure. So, You can enter quality stocks at lower prices in panic times.
Let's say If you like to invest 10,000 in ABC stock for 1 year, go with SIP option, invest 3000 at CMP, 3000 on any small weakness, 3000 on any further weakness. Watch steel companies (TATASTEEL, Hindalco, JindalSteel, JSWSteel) and Power companies (PFC, REC, RelPower, Tata Power) till Sept 1, and buy them in case if they correct another 8 - 10% from the current levels.
Hold them for one month, They will give 8 - 10% returns easily in one month.
