How do we know the change in circuit limits for shares? The information regarding change in circuit limits from higher limits to lower limits is available in nseindia website. But i did not get the link to find any changes from lower limit to upper limits.

Who decides on the circuit limit for shares, is it SEBI or the individual company? Kalindee Rail has been trading in 5% range for quite few days now, How do I know when the circuit limit for this share is going to be changed?
