भारतीय इकॉनमी के लिए बुरी खबरों का दौर जारी है। महंगाई, ऊंची ब्याज दरें, औद्योगिक उत्पाद में 5 % से अधिक की गिरावट के बाद अब पहली बार रुपया, डॉलर मुकाबले में 53 के नीचे चला गया। मंगलवार के कारोबार में रिकॉर्ड गिरावट के साथ रुपया प्रति डॉलर 53.46 के स्तर पर पहुंच गया। औद्योगिक उत्पादन में गिरावट और व्यापार घाटा अनुमान से अधिक रहने के बाद निवेशक भारतीय बाजार में जोरदार बिकवाली कर रहे हैं। अंतरराष्ट्रीय निवेशक इस समय डॉलर में निवेश को सबसे सुरक्षित मान रहे हैं। कुल मिलकार जो हालात पैदा हो रहे हैं, उससे घरेलू अर्थव्यवस्था में मंदी की आशंका और गहरा गई है।

रुपया सोमवार को डॉलर की तुलना में 1.5% यानी 81 पैसे टूटकर 52.84 के स्तर पर बंद हुआ था। इंटरनैशनल मार्केट में डॉलर की लिक्विडिटी का संकट पैदा होने के डर से तेल आयात करने वाली कंपनियां खास तौर पर डॉलर जमा कर रही हैं। इस वजह से भी रुपये में कमजोरी दर्ज की जा रही है।

औद्योगिक उत्पादन गिरा
इससे पहले सोमवार को औद्योगिक उत्पादन के आंकड़े आए। इसके मुताबिक, अक्टूबर में देश के औद्योगिक उत्पादन की दर 5.1 % नीचे चली गई है।पिछले साल अक्टूबर में औद्योगिक उत्पादन 11.3 % बढ़ा था। पिछले 28 महीने में पहली बार औद्योगिक उत्पादन गिरा है। आशंका यह भी है कि यह स्थिति चालू वित्त वर्ष 2011-12 की तीसरी तिमाही के अंत तक बनी रह सकती है। उत्पादन में गिरावट की बड़ी वजह मैन्यूफैक्चरिंग और खनन क्षेत्र का प्रदर्शन रहा। इससे सरकार की चिंताएं बढ़ गई हैं।

पिछले हफ्ते ही सरकार ने वित्त वर्ष 2012 के लिए आर्थिक विकास दर के लक्ष्य को घटाकर 7.5 फीसदी कर दिया था। सोमवार को औद्योगिक उत्पादन के आंकड़े जारी होने के बाद इस लक्ष्य पर भी सवालिया निशान लग गया है। औद्योगिक क्षेत्र में मैन्युफैक्चरिंग, खनन और बिजली सेक्टर शामिल हैं। भारत के सकल घरेलू उत्पाद (जीडीपी) में इसकी हिस्सेदारी करीब 24% है। अक्टूबर में मैन्युफैक्चरिंग के हर सेक्टर में गिरावट आई। कैपिटल गुड्स उत्पादन तो 25.5 फीसदी कम हुआ। इससे संकेत मिलता है कि कंपनियों ने निवेश और विस्तार पूरी तरह रोक दिया है।

एलऐंडटी के चेयरमैन ए. एम. नायक ने कहा, 'मैं कहता आ रहा हूं कि जीडीपी ग्रोथ (इस साल) 7 फीसदी से ज्यादा नहीं रहेगी। मुझे डर है कि अगले साल यह 6 फीसदी तक न चली जाए।' फिक्की के महासचिव राजीव कुमार ने कहा कि भारत में मैन्युफैक्चरिंग ग्रोथ 'संकट के स्तर' तक पहुंच गई है। उन्होंने ब्याज दरों में तुरंत कटौती की मांग की। सीआईआई पहले ही इसकी गुहार लगा चुकी है।

कंज्यूमर ड्यूरेबल से भी बेरुखी
आरबीआई के पूर्व गवर्नर और प्रधानमंत्री की आर्थिक सलाहकार परिषद (पीएमईएसी) के चेयरमैन सी. रंगराजन ने कहा कि कोई भी कदम उठाने से पहले अभी कुछ और समय तक महंगाई पर नजर रखने की जरूरत है। उन्होंने कहा, 'अभी आरबीआई रुका रहेगा। जब तक महंगाई के आंकड़े साफ गिरावट का संकेत नहीं देते, तब तक शायद दरों में कटौती न हो।'

फरवरी 2009 के बाद पहली बार ड्यूरेबल और कंज्यूमर ड्यूरेबल उत्पादन गिरा है। यह कमजोर उपभोक्ता मांग का स्पष्ट संकेत है। मैन्युफैक्चरिंग उत्पादन में अक्टूबर में 6% की गिरावट आई। जानकारों का यह भी कहना है कि ऊंचे बेस इफेक्ट की वजह से औद्योगिक उत्पादन में गिरावट बड़ी लग रही है। कोटक बैंक के मुख्य अर्थशास्त्री इंदनील पान ने कहा, 'ग्रोथ सुस्त है। त्योहारी सीजन के चलते कुछ दिनों के कामकाज का भी नुकसान हुआ...कुल मिलाकर -6% का आंकड़ा गिरावट को बड़ा बना रहा है।'
