GAIL to implement Integrity Pact in its major procurement

GAIL (India) Limited has embarked upon a course to implement the Integrity Pact in all its major procurement as a Corporate Governance initiative under the MoU signed with Transparency International India (TII). The Integrity Pact Programme focuses at enhancing operational transparency in the contracts and procurements process of the Company. GAIL is among the first few Indian corporates to introduce ‘Integrity Pact’ in procurement and contracts. Integrity Pact is a tool devised by TII worldwide to fight corruption in public procurement.

An interaction of the newly appointed Independent External Monitors (IEMs) with GAIL Management was held here today to discuss implementation of the Integrity Pact with focus on integrity in tendering and execution systems and projects. The inclusion of Integrity Pact in the scheme of GAIL could not have been better timed keeping in view the upcoming new projects worth Rs. 14,500 crore.

Dr. U. D. Choubey, Chairman and Managing Director, GAIL, Shri M. R. Hingnikar, Director (HR), Shri R. K. Goel, Director (Finance), Shri Santosh Kumar, Director (Projects), Shri A. K. Purwaha, Director (BD), Admiral (Retd.) R. H. Tahiliani, Chairman, Transparency International India alongwith other Directors and Shri Arvind Jadhav, Chief Vigilance Officer, GAIL were also present during the interaction meet.

The Integrity Pact now forms part of GAIL tender documents and comes into effect from the moment bidders signs the IP while bidding for any tender in GAIL. GAIL has put in place the requisite working mechanism to ensure successful implementation of IP.

Speaking on the occasion, Dr. U D Choubey, Chairman and Managing Director, GAIL emphasized the role of Integrity Pact as an important tool for Corporate Governance which would also ‘guard the guardians’.

Dr. A. K. Kundra, former Secretary, Government of India, Shri S. C. Tripathi, former Secretary, Ministry of Petroleum & Natural Gas, Shri U. Sundarajan, former CMD, BPCL have been nominated as Independent External Monitors (IEMs) in consultation with the CVC to oversee the entire bidding process from day one and resolve all disputes by any party as and when referred to them.

GAIL has taken a number of initiatives in furtherance of goals for Corporate Governance like e-business, Bill Watch System, File movement System for fast decision making, Customer Relation Management, Customer Grievance Redressal System, Alarm Activation and ERP applications.
